the synopsis is very hard to read. synopsis as i know it(i could be wrong) is a short review of the story arc.
here I see 3 stories: the war or the end of it, the drug thing, and the Betoniy for which i can't find connection in the first two.
a (logic)problem i detected is about the formation of congress of states... after war sometimes "survive" alliances that was made before the end of the war and even the thought of a congress where the losers and the winner forming some time of congress?
second the thing with "permission of any conflict" i didn't get, like it can exist a regulation who could impose not to start wars, for me this thing it imply that you need an authorization from government to (strike) be in disagreement with it, or authorization to start a civil war.
after war the losers are often called terrorists(if they fight for moral issues), or criminals(economic reason like hunger) so you knelt that.
personal opinion is that it cannot exist a panaceum, a universal drug that can replace all other vices, this i say because different people likes different things... pleasure is a tricky thing
