Sarah tracks Colin down and goes to the mental hospital. Once there she sees that he is heavily medicated and talking and playing with his daughter.
Recurring as a concept can be likened to Inception or Minority report although much more focussed on the human aspects as opposed to sci-fi or action.
As the show continues it will deal with Colin/Tim trying to come to terms with his daughter's death and his ability. Development will deal with his relationship with his wife and helping others with problems that he has dreamt. It will not always need to revolve around solving crimes and can focus on the 'what if you could dream the future' question.
